While the necessity for workforce reduction is justified by the withdrawal from the assigned duties, the necessity cannot be regarded as significant given that the  dismissal in question was carried out after more than one year of stand-by status.

Given that the CS Group increased employees' annual salaries immediately after the plaintiff's dismissal, and that the defendant, immediately after the plaintiff's stand-by order, paid a bonus of 220 million yen to seven employees in departments other than the plaintiff's, and recruited four new employees while encouraging four others to resign, the defendant's efforts to avoid dismissal are clearly insufficient compared to the necessity for workforce reduction.
